The state government is implementing a new scheme for shepherds. Each beneficiary will be financed with the purchase of 20 sheep and one Goat. NCDC (National Co-operative Development Corporation) is implementing the “YSR Kapari Bandhu” scheme with financial assistance. The subsidy for the purchase of units will be subsidized by 30 per cent. Due to the high sheep prices, Rs 1.50 lakh will be sanctioned for the purchase of one unit (20 sheep and one Goat).

YSR Kapari Bandhu is designed to benefit 50,000 beneficiaries over four years at a rate of 12,500 per annum. Officials said NCDC had initially agreed to allocate Rs 200 crore for the scheme.

Owing to this, the CM of the state has come up with the plan of the new scheme. This will make the regulations of the scheme an easy one and help increase the subsidy offered for the shepherds. By this, they can easily opt for loans to buy the sheep and yield better results from farming. 

  1. Shepherds of the State and Society Presidents recently asked Chief Minister YS Jaganmohan Reddy to implement a scheme to improve their living standards.
  2. NCDC financiers now buy sheep on loan. 
  3. Shepherds are unable to obtain loans because the regulations on the implementation of the scheme are stringent. 
  4. The matter was brought to the attention of the CM, with the aim of simplifying the regulations and designing a scheme to increase the subsidy.

In this relation, officials have said to offer rupees 200 crores for the fast development of YSR Kapari Bandhu Scheme. The state government is also implementing schemes like the Rajanna Veterinary Scheme, the death of cows and the like. 

Important Points of YSR Kapari Bandhu

Development of the shepherd communities – Not much has been done for the development of the shepherds in particular. The Andhra Pradesh Chief Minister wants to mend this with the development of this scheme.

Ensuring financial and social security – The implementation of tis welfare project will not only provide financial security, but will pave the path for social security as well.

Financial aid – Though the state government has not decided the amount, the Chief Minister stated that the beneficiaries will attain a certain financial aid from Andhra Pradesh authority.

Purchasing sheep – The beneficiary must utilize the financial assistance, offered by the Andhra Pradesh government, to purchase 20 sheep.

Subsidy on loan – Another feature of the scheme is a credit subsidy for the beneficiaries. The subsidy will amount to 30% of the loan or Rs. 1.5 lakhs, whichever is less. It will release the financial burden from the shoulders of the shepherds, who acquired loans for occupational purposes.

Time period for the scheme – After the operation of this project starts, the state government will continue it for successive four years. It will ensure holistic development of the eligible and needy shepherds.

Total number of beneficiaries – The Andhra Pradesh Chief Minister has mentioned that the implementation of this scheme will assist around 50, 000 people directly.

Budget allocated for the scheme – It has been mentioned that for the successful implementation of this project, a whopping sum of Rs. 200 crore has already been arranged. If necessary, the state government will provide more finding for scheme implementation.

Payment mode – The state government has highlighted that all financial transfers will be made via the Direct Benefit Transfer mode. It will keep corruption and confusion at bay.

The chief Minister of Andhra Pradesh has meticulously pointed out that this scheme is for the shepherd communities. The vital features and the benefits of the project have been announced. However, neither the Chief Minister nor the government officials have mentioned anything about the upcoming implementation mode. They have also withheld information about the registration process of this scheme.

Sources further said that the shepherds of state and society president requested CM of Andra Pradesh to look after the living standards of shepherd’s community. It is also seen that the NCDC financiers are able to buy sheep on loan. In addition to this, shepherds cannot get loans owing to the strict rules of the scheme.

It is expected that the state government will opt for an offline application for the convenience of shepherds.
